As Executive Director of 1st Watch Wellness, Genevieve Mannor brings over 20 years of experience in the mental health field, with a specialized focus on supporting first responders and military personnel. A strategic leader and passionate advocate, she is committed to advancing proactive, data-informed wellness initiatives that address high-stress professions’ unique and cumulative toll.
Genevieve’s approach is rooted in both compassion and measurable outcomes. Drawing from a strong clinical foundation and a deep understanding of organizational dynamics, she collaborates closely with agencies and internal teams to develop and implement comprehensive, sustainable wellness programs. Her work emphasizes education, early intervention, and building a culture of care from within, ensuring departments are equipped to support their members before a crisis occurs. With a proven track record of creating, developing, and leading high-performing teams, Genevieve is dedicated to transforming how departments think about and prioritize mental health and empowering them to thrive on and off the job.
Barry C. Toone is the Founder of 1st Watch Wellness, a leading provider of proactive mental health and wellness services for first responders. Barry is a graduate of the University of Notre Dame Law School and a former trial lawyer. Barry’s personal recovery journey and the life and experiences of his grandfather, a decorated World War II veteran, inspired the creation of 1st Watch. He now serves as the company’s Director of Professional Relations and dedicates himself full-time to fulfilling its mission.
Barry has been married to the incomparable Karen Wilding Toone for over 33 years, and together they’ve raised three children. He enjoys Notre Dame Football, reading, writing, and, above all, spending time with his children and grandchildren.
Stacy Sainsbury is a dedicated Marriage and Family Therapist with over a decade of specialized experience supporting First Responders and Military personnel, demonstrating a profound commitment to this community. Her expertise lies in trauma therapy, and she predominantly utilizes an Internal Family Systems (IFS) approach. In addition to IFS, Stacy is trained in various therapeutic frameworks, including Eye Movement Desensitization and Reprocessing (EMDR), Cognitive Processing Therapy (CPT), Mind-Body Bridging (MBB), Psychodrama, and Schema Therapy, among others.
Matt Quackenbush is a dedicated therapist and mental health educator with over 12 years of experience specializing in trauma and addiction. With a deep commitment to understanding the complex nature of PTSD—especially within the first responder community—Matt continually seeks out new methods and insights to improve treatment and awareness. He is known for his dynamic presentation style, his passion for education, and his ability to clearly communicate the impact of trauma in a way that resonates with both professionals and those directly affected.
Jordan plays a key leadership role at 1st Watch Wellness, where he directs national outreach efforts and builds trusted relationships with first responder agencies across the country. With over 15 years of experience in business development, event planning, and strategic outreach, Jordan is highly skilled at organizing and executing initiatives that connect individuals and agencies to meaningful mental health resources. He is deeply committed to advocating for those struggling with trauma and is driven by a passion to reduce stigma and promote healing within the first responder community.
Kelci is the Operations Coordinator at 1st Watch Wellness, where she plays a vital role in ensuring day-to-day operations run smoothly and efficiently. With a friendly, solution-focused approach and a strong background in working with first responders, Kelci brings both warmth and professionalism to every task. She manages the organization’s digital content and oversees the functionality of the 1st Watch app, keeping communication and resources accessible and up to date. Known for her reliability, attention to detail, and positive energy, Kelci is an essential part of the 1st Watch team.

Todd started his law enforcement career in 1996, serving as a Reserve Police Officer for the Klamath Falls Police Department. The following year, Todd was hired as a full-time Patrol Deputy at the Josephine County Sheriff’s Office. Due to funding challenges at Josephine County, Todd transitioned to the Grants Pass Police Department in 2000. Over the years, Todd held a variety of roles and ranks within the department, showcasing his versatility and leadership abilities. Notably, Todd served as a K9 Handler, Field Training Officer, Crisis Negotiator, Patrol Corporal, Sergeant, and Criminal Investigations Lieutenant, and ultimately ascended to the position of Police Captain before his retirement in 2023.
Beyond his professional achievements, Todd finds fulfillment in his family life. He resides in Rogue River with his wife of 25 years and their two children.

Jim Miguel brings nearly four decades of fire service leadership to the 1st Watch Wellness team, with a career marked by dedication, innovation, and service to others. Beginning his journey at just 19 years old with the Modesto Fire Department in California, Jim rose through the ranks over 28 years, ultimately serving as Fire Chief. He went on to lead two additional departments as Fire Chief—first in Livermore-Pleasanton, California, and later in Provo, Utah—demonstrating a consistent commitment to excellence and public service across multiple communities.
Jim holds a Bachelor of Science in Fire Administration and a Master of Science in Executive Leadership. He is also a graduate of the prestigious National Fire Academy Executive Fire Officer Program (2000), a testament to his strategic leadership and passion for professional development within the fire service.
Now serving as a Department Liaison for 1st Watch Wellness, Jim is deeply passionate about opening doors to vital mental health and wellness resources for first responders. His experience and credibility within the fire service make him a powerful advocate and bridge between departments and the support systems they need.
Outside of his professional life, Jim and his wife Susan proudly share a blended family of eleven children and twenty-four grandchildren. A lifelong golfer, Jim fulfilled a personal dream by playing the Old Course at St. Andrews, a meaningful journey given his strong Scottish heritage. His personal and professional experiences uniquely position him to connect with and support the mission of healing and resilience for those who serve.

Chuck has dedicated 27 years to the fire service, beginning his career in 1998 as a Firefighter/EMT in Ogden, Utah. In early 1999, he joined Provo Fire and Rescue, serving as a firefighter/paramedic for the first nine years before being promoted to Captain. He played a key role in the leadership team that established the Utah Valley Metro Special Response Team, specializing in technician-level emergencies such as structural collapse, trench collapse, confined space rescue, high/low angle rescue, hazardous materials, and swift water rescue.
For 17 years, Chuck was an instructor with the Utah Fire and Rescue Academy, training both volunteer and career firefighters. However, he considers the highlight of his career to be the last seven years before his retirement in 2025, when he created and implemented the department’s Peer Support Team. Witnessing a cultural shift toward prioritizing mental health and overall wellness among first responders has been one of his most rewarding experiences.
Chuck is married to his best friend, and together they have seven children and five granddaughters. They share a love for the outdoors, enjoying activities such as hiking, canyoneering, kayaking, mountain biking, dirt biking, fishing, and traveling—but most of all, they cherish their time together.

Jared is passionate about smashing the stigma of PTSD and improving mental health for first responders. He is a United States Marine Corps veteran and a retired law enforcement officer. In his 22-year law enforcement career, Jared served on the SWAT team, Canine Patrol, Gang Patrol, and was also a School Resource Officer and Peer Support Officer. Additionally, he was the lead Active Shooter/Rescue Task Force Instructor and the lead De-escalation Instructor for the Yakima Police Department. He retired in 2020.
Jared’s personal story of his struggle with PTSD, along with his energy and empathy, allows him to deeply connect with the first responder, military, and veteran communities. He brings true passion, inspiration, and dedication to the 1st Watch Wellness team.
