Barry C. Toone
Founder & Director of Professional Relations

Barry C. Toone is the Founder of 1st Watch Wellness, a leading provider of proactive mental health and wellness services for first responders. Barry is a graduate of the University of Notre Dame Law School and a former trial lawyer. Barry’s personal recovery journey and the life and experiences of his grandfather, a decorated World War II veteran, inspired the creation of 1st Watch. He now serves as the company’s Director of Professional Relations and dedicates himself full-time to fulfilling its mission.

Barry has been married to the incomparable Karen Wilding Toone for over 33 years, and together they’ve raised three children. He enjoys Notre Dame Football, reading, writing, and, above all, spending time with his children and grandchildren.

Mitch VanWagoner, LCSW, LASW
Clinical Manager

Mitch is an experienced mental health professional with over five years of working in the trauma recovery and addiction field. Holding a Master of Social Work degree from the University of Utah and presently credentialed as a Licensed Clinical Social Worker, Mitch is devoted to assisting individuals in their healing and recovery journey from the devastating impacts of trauma, particularly focusing on first responders and members of the military. Specializing in modalities such as Internal Family Systems (IFS), Mind-Body Bridging (MBB), the Gottman Method, and Eye Movement Desensitization and Reprocessing (EMDR), Mitch employs an integrative approach to trauma treatment.

Beyond work, Mitch finds meaning and enjoyment in the natural world, often participating in outdoor activities and exploring aquatic environments. Mitch is also a musician at heart, finding creative expression and enjoyment through piano and singing.

Josh Adams
Wellness Engagement Manager

Josh is a 24-year veteran of law enforcement and in his 7th year serving as the chief of police in a large Utah police agency. Josh has been a patrolman, K9 officer, SWAT member, undercover officer, and SVU detective, and has served in various leadership roles. He has extensive experience in complex, technical, and dynamic investigations, specializing in violent and sexually-based crime. While working as an officer, Josh earned his BS in emergency services management and his MPA, both from Utah Valley University.

Josh is a vocal advocate for first responders implementing wellness and mental health practices into their lives from the beginning of their careers until long after it has concluded. He has been the beneficiary of significant therapy throughout the past 6 years and considers helping others seek and find help the passion project of his lifetime.

Josh is the proud father of four amazing women and two defiant French Bulldogs. He enjoys hunting, fishing, travel, cycling (Police Unity Tour), and being a mediocre golfer.

Todd Moran
Wellness Engagement Coordinator

Todd started his law enforcement career in 1996, serving as a Reserve Police Officer for the Klamath Falls Police Department. The following year, Todd was hired as a full-time Patrol Deputy at the Josephine County Sheriff’s Office. Due to funding challenges at Josephine County, Todd transitioned to the Grants Pass Police Department in 2000. Over the years, Todd held a variety of roles and ranks within the department, showcasing his versatility and leadership abilities. Notably, Todd served as a K9 Handler, Field Training Officer, Crisis Negotiator, Patrol Corporal, Sergeant, and Criminal Investigations Lieutenant, and ultimately ascended to the position of Police Captain before his retirement in 2023.

Beyond his professional achievements, Todd finds fulfillment in his family life. He resides in Rogue River with his wife of 25 years and their two children.
